Martin Phillips could join the long list of players who have made the switch from Plymouth Argyle to Torquay United.
The Gulls, who have just been promoted to the Second Division, are believed to head the queue of club's wanting to sign Argyle's out-of-contract Devon-born winger.
Torquay boss Leroy Rosenior is to be given funds to strength is newly-promoted side and he is thought to be keen to start his rebuilding by bringing in a wide player.
Rosenior desire for extra width in his team saw him bring his son, Liam, to Plainmoor on loan from Fulham for the final part of the season, but the Premiership club have not yet decided whether to allow him to extend his loan into next season.
Torquay's chairman Mike Bateson insists funds will be made available to Rosenior.
"We are not going into Division Two to make up the numbers," said Bateson. "We will not just mark time. We're going to have a go. We are fortunate that, because of our common sense approach, we have got money in the bank. And we will be looking to strengthen the side, not weaken it."
In the past couple of years, five Argyle players have made the short trip from Home Park to Plainmoor - Craig Taylor, Martin Gritton, Kevin Wills, Joe Broad and Brian McGlinchey.
Wills and Broad were released this week, along with Jimmy Benefield to help make room for new players to strengthen the squad for life in the higher division.
Phillips, who arrived at Argyle from Portsmouth for £25,000 in August 2000, is thought to be a target of a number of Second and Third Division clubs following his release by the Pilgrims.
Exeter City have also indicated they would like to re-sign Phillips, although it is unlikely the 28-year-old would want to drop out of the Football League. Phillips started his career at Exeter before moving to Manchester City in a record £500,000 deal.
Exeter manager Eamonn Dolan said: "We will certainly keep a close eye on his situation because we want to improve all areas of our squad.
"He is a great attacking player with genuine quality and we have to be interested in players like that. It's definitely someone I would like to have a look at."
